I would try the SPCA (Society for the Protection and Care of Animals, I think). That's where we got our cat carrier. Can't remember what street they're on, but you can find it listed in the Eye.
Greetings, I'm also an expat in Uganda trying to bring my cat home, I've tried finding a carrier for flying in cabin, but have had no luck. I only have a hard case and know the cat will have to fly under the plane. My main concern is hydration. I see you cats have food and water bowls, but who made sure they had water?
